STS stands for Small Telephone System. 

This system is modestly priced, making it refreshingly
affordable. Its basic configuration is 4 lines 8 extensions
but it can be expanded to 24 loop start lines or a T-1 
(24 channels) + 4 loop start lines and up to 48 digital
phones.
